# Atlas

> A dated, append-only record of machine-readable capabilities that the open web does not
> provide. When software acts on someone's behalf it must read a site rather than look at it —
> find the terms of use, locate a price, discover an interface. Often there is nothing to read.
> Atlas measures that absence across a defined set of sites, repeatedly, and keeps a signed
> record of what was missing and when, including roughly seven years reconstructed from a
> public archive.

Atlas is research, not a commercial service. The measurements are real; nothing here is for
sale yet. Findings are published in aggregate — this site does not publish claims about
individual named companies.

## What is measured

- Fourteen classes of absence, each with recorded evidence and an observation time — among them
  whether a site declares an AI policy, publishes an interface description, offers a
  machine-readable price, or lets software discover how to pay.
- A single-vantage adoption history assembled from a public web archive, so rates can be
  compared over time rather than only observed today.

## Honest limitations

- Measured on a defined target set, not the whole web. A rate here is a rate for that set.
- This site is deliberately excluded from its own measurements: self-measurement would inflate
  every rate.
- Absence of a signal is not proof of absence of the capability. Where the instrument cannot
  distinguish the two, the record says `unknown` rather than guessing.
